The Ministry of Labor promotes a multi-companion care plan: the monthly salary for flexible working hours will be 40,000
Some civil society groups are worried that the Ministry of Labor will promote the “Pilot Project on Multiple Accompanying Care Services” to affect the employment opportunities of domestic caregivers and the domestication of caregivers. The Ministry of Labor clarified that the pilot program for diversified companionship care services will plan to hire migrant workers by public welfare professional groups to provide temporary care services for families with care needs in a one-to-many manner under the auspices of protecting the employment opportunities of Chinese people, and will continue to collect and evaluate social opinions and concerns, properly plan and distinguish the content and methods of pilot projects, and will not affect the employment opportunities of Chinese people, or become another foreign domestic helper.
The Ministry of Labor clarified that the purpose of planning to promote diversified companionship care for migrant workers is to respond to the expectations of all sectors of society over the years to change the current situation of one-on-one employment of foreign family caregivers, and to establish a new service model that allows people with care professions, training and hiring management Public welfare groups with the ability to work as employers are responsible for hiring and training foreign caregivers to help families in need of care through a one-to-many care model Accompanying and taking care of healthy sub-healthy elderly people, or providing temporary short-term service needs for discharge, creates greater flexibility in care services, and protects the labor rights and interests of family care migrant workers. The system design is by no means foreign domestic help or home-based, and is not simply for families. Providing housework services or taking care of child care nannies will not exclude Chinese people from employment opportunities or become another kind of foreign domestic help. In the follow-up promotion process of the Ministry of Labor, we will continue to listen to voices from all walks of life and collect opinions, strengthen social communication, properly plan the system to avoid misunderstandings, and allow Chinese people to feel at ease.
The Ministry of Labor stated that it plans to promote the “Diversified Accompanying Care Service Plan”. The pilot program targets and service content planning must be in line with the application for home care for migrant workers who are disabled, have major injuries or emergency post-operative discharge, return home for physical care or daily life care, Accompanying medical treatment and preventive care to prevent falls and disability in the elderly, and the pilot unit will hire foreign caregivers to enter the family and provide full-time care Half-day and part-hour medical treatment companionship or companionship care services at their own expense will require nursing migrant workers to complete nursing attendant training and pre-service training, have professional nursing capabilities, and have supervision, counseling, interpretation and case-receiving mechanisms to ensure that nursing migrant workers receive support in the care profession, and families receive good care services at their own expense. A steady approach will be adopted to pilot and promote it step by step.
In response to concerns from all walks of life about the pilot project of diversified companion care services, which will affect the employment opportunities of home cleaning, nannies and home care service personnel, the Ministry of Labor will continue to listen to suggestions from all walks of life, properly evaluate and design the pilot project system, content and implementation methods to make a distinction, will continue to listen to the voices of experts and scholars, disabled family groups, private home services, migrant workers’ groups and relevant ministries, and collect opinions from all walks of life Relevant draft regulations will be previewed and implemented to solicit opinions from the public, and then gradually implemented on a trial basis and rolling amendments to take into account the short-term care needs of families and the employment security of Chinese people.
