Home Caregivers

  • Before applying to the Ministry of Labor for a home care worker, you should obtain employment qualifications from the long-term care center of each county or city government
  • Applicants who hire a foreigner as a domestic care worker for the first time (for the first time or without a foreigner) must obtain the employment qualification within 6 months before the scheduled recruitment of the foreigner.
  • Those who continue to employ foreigners as domestic care workers: (if there are foreigners under their name) should obtain employment qualifications within 4 to 5 months before the expiration of the employment period.

Step 1: Confirm the qualifications of the employer (applicant) and the person being cared for

    • Direct blood relative
    •  Collateral blood relatives within the third degree of kinship
    • Step-parent, step-child, spouse’s parent or step-parent’s or step-child’s spouse
    • Spouse of grandparents and grandchildren, step-grandparents and grandchildren, spouses of step-grandparents and grandchildren
A caregiver who wishes to hire a home care worker must meet one of the following requirements
    1. Qualify for one of the specific disability programs
    2. Those who meet the professional assessment of hospitals designated by the Ministry of Health and Welfare
    3. Those who meet the requirements of Schedule 4 of Article 7 and Article 9 of the Regulations Governing the Application and Payment of Long-term Care Services, and have been subsidized by governments at all levels to use home care services, day care services or home care services for more than six consecutive months.
    4. A certificate of dementia diagnosis issued by a specialist neurologist or psychiatrist with a Clinical Dementia Rating (CDR) of one or more points.
    5. Applicable circumstances in which the person being cared for is exempted from the professional assessment of a medical institution (only applicable to the case of application for renewal of employment by a foreigner)
Who can act as an employer
The employer (applicant) and the person under care shall have one of the following relationships
  • spouse
  • Collateral blood relatives within the third degree of kinship
  • Step-parent, step-child, spouse’s parent or step-parent’s or step-child’s spouse
  • Spouse of grandparents and grandchildren, step-grandparents and grandchildren, spouses of step-grandparents and grandchildren

If the employer or the person under care is a foreigner, he or she shall obtain permission from the competent authority to reside in Japan.

If the person being cared for has no relatives in China, or if the circumstances are special and the project has been approved by the central competent authority, a person who is not related to the person under care may be the employer or the person under care may apply for the employment of a foreigner. However, if the person under care is the employer, a person with legal capacity should be appointed to perform the duties on his or her behalf when he or she is unable to perform his or her duties as an employer.

Step 2: Fill in the [Application for Employment of Foreign Caregiver Basic Information Transmission Form] and send it to the mayoral photo center of each county

Employers should confirm whether they have the “Employer (Applicant) Qualifications” and “Dependents’ Qualifications” before proceeding, and after confirmation, please follow the following methods, and if the employer has any questions, please contact the mayor’s photo center of each county.

    • Those who have a certificate of specific physical or mental disability
    • Those who meet the professional assessment of hospitals designated by the Ministry of Health and Welfare
    • Those who meet the requirements of Schedule 4 of Article 7 and Article 9 of the Regulations Governing the Application and Payment of Long-term Care Services, and have been subsidized by governments at all levels to use home care services, day care services or home care services for more than six consecutive months.

Step 3: If there is still a shortage of care attendants of their own nationality recommended by the mayor’s photo center of each county, the documents will be submitted to the Ministry of Labor for review

The purpose of the measures is to promote the development of the domestic care service industry, reduce the dependence on foreign family care workers, and improve the development of China’s long-term care system. If the matchmaking is not successful, the county mayoral photo center will take the initiative to submit the document (the basic information transmission form of the employer’s application for hiring foreign caregivers) to the Ministry of Labor for review.

Step 4: Check the recommendation results of the mayor’s photo center in each county

After the employer completes the promotion at the mayoral photo center in each county, the employer (applicant) or family members should take the initiative to check whether the information of the long-term care center has been received from the telephone service center of the Ministry of Labor after about 7~10 days, and then apply for a recruitment permission letter to the Ministry of Labor after receiving it, if the employer has any questions, please contact (02) 8995-6000.

Step 5: Apply to the Ministry of Labor for [Recruitment Permission Letter] through the Direct Recruitment Center

When the employer obtains the employment qualification, the employer should prepare the application documents and apply for a recruitment permission letter from the Ministry of Labor through the Direct Recruitment Center, if the employer has any questions, please contact (02) 6613-0811.

The Indonesian Economic and Trade Representative Office in Taipei announced that starting from August 1, 1997, the relevant labor contract verification documents must be completed 30 days before departure. Employers are kindly requested to submit the following documents to the employer no later than 40 days before departure. Go to the Direct Recruitment Center to apply.

After receiving the documents, the Direct Recruitment Center will proactively contact the employer and the foreigner for a telephone interview.

1. Employers must only apply for an employment permit (renewal of employment upon expiration) issued by the Ministry of Labor.

2. Regarding verification of labor contract upon expiration of employment, please follow the announcements of the Indonesian Economic and Trade Representative Office in Taipei, “Relevant Procedures for Renewal of Employment for 3 Years without Returning to the Country, Verification of Labor Contract” and “Registration of Social Security for Indonesian Migrant Workers in Taiwan on Extension of Contract” “Plan” regulations.

During the employment period, in addition to providing health insurance, employers should provide insurance of more than NT$300,000 for home care workers and domestic helpers; for industrial workers, in addition to labor health insurance, employers should provide insurance of more than NT$450,000.

7. A4 return envelope (with full 60 yuan stamp)

This envelope will be used to send the documents after verification. Please fill in the employer’s name and valid receiving address carefully.

8. Original copy of the employer’s declaration on hiring foreigners through the Direct Employment Joint Service Center (Chinese and Indian version) (1 copy)

According to regulations of the Ministry of Labor, direct employment centers are not allowed to collect government fees on their behalf. Employers are required to pay the fees themselves and then send this receipt and the above verification documents to the direct employment center.

Labor Contract Verification Application Documents

  1.  If a family employer renews the employment of a foreigner by means of [Outbound Re-employment – Introduction], after receiving the “Recruitment Permission Letter” issued by the Ministry of Labor, the employer can prepare the relevant documents for the verification of the labor contract, and the employer can fill in the form online through the “Direct Employment Online Application System”. Send the documents on-site and in paper form, and transfer them to the offices in Taiwan of various countries for review through the direct recruitment center.
  2.  If a family employer renews the employment of a foreigner in the form of [Renewal of Employment in Taiwan – Renewal of Employment at Expiration], after receiving the “Employment Permission Letter” issued by the Ministry of Labor, the employer can prepare the relevant documents for labor contract verification, and the employer can fill in the form online through the “Direct Employment Online Application System”. Send the documents on-site and in paper form, and transfer them to the offices in Taiwan of various countries for review through the direct recruitment center.

Application process for a visa to Taiwan

How to get a visa to Taiwan

Foreigners can collect their visas to Taiwan with the following documents at the visa collection time specified by the overseas offices of the People’s Republic of China within 14 working days after the employer sends the documents to the Zhipin Center.

  1. Original copy of the visa collection voucher issued by the Zhipin Center.
    The employer should forward the original copy of the visa collection voucher to the foreigner as the basis for collecting the visa at the overseas office of the Chinese government after returning to China (this program is only applicable to the visa application case of the direct employment center).
  2. Qualified health examination report.
    On May 5, 106, the Ministry of Health and Welfare announced the amendment to the “Administrative Measures for the Health Examination of Employed Foreigners”, and from May 7, 106, designated hospitals in China will no longer accept pre-return health examinations for foreigners, and foreigners must go to their home country to obtain a qualified health examination report issued by an accredited hospital (foreign approved hospital), and must add a positive antibody test report for measles and rubella or attach the original vaccination certificate.

    1. (1) Overseas Employment Certificate (OEC) Overseas employment certificate
      • According to the rules and regulations of the Philippine Overseas Employment Agency (POEA), the Overseas Employment Certificate (OEC) is a necessary document to help ensure that Filipino foreign nationals overseas are properly documented and protected. The Overseas Employment Certificate, also known as the “Export Permit”, must be presented by the holder upon departure to prove that the holder is an overseas worker. Therefore, if a domestic caregiver or any overseas Filipino alien returns to the Philippines on leave of absence and then returns to the Philippines to work, the Overseas Employment Certificate is a necessary document.
      • Overseas Filipino nationals can make an appointment to apply for an overseas employment certificate through the POEA website, or at any of the POEA regional offices. If you are staying in the Philippines for 5 days or less, you can apply for an Overseas Employment Certificate at the Labor Assistance Counter at the terminal of a Philippine airport. If you have any questions, please contact the Philippine office in Taiwan.
    2. (2) OWWA Membership Overseas Worker Welfare Member
      All overseas Filipino nationals are required to join the Overseas Worker Welfare Membership (OWWA); All OWW members are entitled to life insurance and other social benefits administered by OWWA. If you have any questions, please contact the Philippine office in Taiwan.
  7. Thai foreigners should apply to the Employment Department of the Ministry of Labor of Thailand for the required documents for [Self-Departure Permit].
    • Thai foreigners whose work place is north of Taichung should bring the verified white envelope (please do not open this envelope) to the Employment Department of the Thai Office (Taipei); Foreigners south of Changhua should bring the official document issued by the Thai Office (Kaohsiung) to the Employment Department.
